Community Development and Housing

Bexar County receives annual funding from the US Department of Housing and Urban Development (HUD) through the Community Development and Housing (CDH) program. The CDH program is focused on the development of viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities. CDH activities must benefit persons of low to moderate income. CDH national objectives for the use of funds are 1) benefit low and moderate income persons, 2) aid the prevention of slum and blight or 3) meet an urgent need. Bexar County uses CDH funds in its unincorporated area or in the participating cities listed below.

Applications for CDH funds are made available in January. Applications must be submitted at a scheduled public hearing.

Eligible Activities

  • Acquisition, installation, construction and rehabilitation of public infrastructure such as water/sewer/electric lines or street drainage and sidewalks
  • Acquisition, construction or rehabilitation of public neighborhood facilities serving low to moderate income persons (parks, community centers, day care or health facilities) or servicing persons with special needs (senior centers, homeless shelters, group homes and halfway homes)
  • Historic Preservation
  • Economic Development Activities
  • Rehabilitation Activities
  • Public Service Activities such as job training and employment services; health care and substance abuse services; childcare; utility assistance; crime prevention; or fair housing activities
