When Texas became a state in 1845, its new Constitution made all county offices elective positions. This was a provision lacking in the earlier Texas Republic´s Constitution. The major elective offices in Bexar County include the county judge and commissioners, sheriff, county clerk, district attorney, tax assessor-collector, justices of the peace, constables, judges of district courts, judges of county courts-at-law, judges of probate courts, as well as the district clerk. Margaret Montemayor became the 29th District Clerk of Bexar County on January 1, 2003.

Statement
To provide the judicial system and the public with
information and support in the most technologically
advanced methods available at a reasonable cost by:
- Fulfilling our statutory duties as record custodian and fee officer to the best of our abilities;
- Fostering an environment for our employees that encourages the development of new ideas and a willingness to improve productivity;
- Strive to provide impartial service to the public;
- Endeavor to be a leader and example for other counties and state agencies.
  A Message from
Margaret G. Montemayor
The District Clerk is primarily the Clerk of Court for the twenty-four District Courts of Bexar County (13 Civil, 9 Criminal and 2 Juvenile). Deputy district clerks are assigned to each court to act as court clerks, and there are deputies supporting court operations and administration. The District Clerk is the administrator of all district court files, records, effects, and conservator of the court registry.
In order to make the District Clerk´s Office more fully responsive to the needs of the district courts and our customers, we will continue to enhance our services by strictly following programs of:
A. Providing state-of-the-art computers to each employee and backing that up with continuing computer education;
B. Further pursuing the development and implementation of our Local Registry Database;
C. Taking our digital imaging processes a step up by increasing public access to stored images;
D. Optimizing records management by investigating in technologies such as bar codes and laser scanning, and making public records available via electronic transmission;
E. Utilizing Internet technology to continue spearheading the State of Texas´ efforts in making electronic filing of district court documents a reality; and,
F. Automating our systems and procedures to the fullest extent possible without sacrificing the personalized touches that our customers have come to expect.
