In July 2007, Citizen Committees were formed to research, develop and recommend to Commissioners Court projects that met a community need, appealed to visitors, and improved our local economy. In May 2008, Bexar County citizens approved extending the visitor tax, a financing tool combining a 1.75% hotel/motel occupancy tax and a 5% short-term rental tax to fund and develop new community venue projects.
Community Venues Program Update (Jan 2011):
Bexar County has allocated $415 Million to fund nineteen projects that were each determined to meet a community need, appeal to visitors, and improve our local economy. These projects are being funded through the Visitors' Tax Extension passed by voters in May 2008. Over the past several months, County Judge Nelson Wolff and County Commissioners have celebrated the completion of a few of these facilities and the start of several others.
The two most recent projects to be completed were the Classics Elite Soccer Academy and McAllister Park Little League Upper Complex, both amatuer sports facilities. In addition, groundbreakings were held for the Wheatley Heights Sports Complex, the Culebra Creek Soccer Academy, the Mission Concepcion Sports Park and the third & final phase of the Mission Reach.

The Tobin Center set to begin its transformation
Bexar County has committed $100 Million in Visitor Tax funding to help transform the former Municipal Auditorium into the Tobin Center for the Performing Arts. During this development, the historic character of the Municipal Auditorium will be preserved and the architectural beauty of this majestic landmark will ultimately reveal itself as a state-of-the-art performance hall.

Linbeck/Zachry JV has been selected as the Construction Manager for the project and is currently soliciting interested sub-contractors, vendors and material suppliers, including local Small, Minority, and Woman-Owned Business Enterprises.
The scope of work includes demolition of portions of the existing structure, renovation of the historic faade, a river walk connection with an outdoor plaza, and new construction of a performance venue with multi-functional halls and support spaces.
All firms that are interested in working on this project are required to complete the Linbeck/Zachry qualification process. Plans & specs will be made available at a number of different locations. Briscoe Art Museum making progress with help of SMWBE's
The National Western Art Foundation is currently building the Briscoe Western Art Museum with the help of $4 Million from the County's Community Venues Program. The project is being built at the Carnegie Library Building and will include a 3 story pavillion overlooking the San Antonio River.
Zachry Construction Company is leading the team to build the project and has reported awards to several small, minority and woman owned firms. In fact, Zachry has awarded 32% of their contracts to SMWBE firms including:

2011 marks the start to several more CVP Amatuer Sports facilities
Bexar County will continue its commitment to bring additional amateur sports facilities to the area in the coming year with the commencement of several projects that are under development.
Facilities that are partly funded by the Community Venues Program, are planned to begin construction in 2011. Northside I.S.D. plans to begin construction on its Swim Center around mid-year, and has hired Barltett Cocke General Contractors to perform the construction management duties.
The San Antonio Missions Baseball Team also plans to begin building its Baseball Academy in late spring and Vickrey & Associates, Inc. has been selected to handle the project management responsibilities during the construction.
In addition, St. Mary's University and the Archdiocese of San Antonio are both building multi-sport athletic complexes. Joeris General Contractors has been awarded a contract to build the project at St. Mary's and Kopplow Commercial Construction has been chosen as the construction manager for the Mission Concepcion Sports Park.

UTSA Athletic Complex on the Horizon for 2012
The University of Texas at San Antonio has begun design and engineering of a new $84 million competitive athletic complex on the recently acquired 125-acre Park West Campus near the intersection of Highway 1604 and Kyle Seale Parkway. The first phase of the complex, funded in part by $15 million from the Bexar County Community Venues Program, will include the soccer and track stadiums. When all phases of the complex are completed, the 60-acre venue will be the most versatile and visited athletic complex in San Antonio. During construction and its initial three years of operation, the complex will generate an estimated $193 million for the local economy.
The project is currently under design development and is slated to begin construction within 12 to 18 months. The complex is anticipated to be completed by the end of 2013.
UTSA follows the State of Texas Historically Under-utilized Business (HUB) Program in the procurement of its contracts. The Program facilitates the use of HUB's in state procurement and provides information on the state's procurement process to minority- and woman- owned businesses.
